National Urban Livelihoods Mission (NULM)

  • Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM)

    National Urban Livelihoods Mission was launched on 23rd September, 2013 by the Ministry of Housing and Urban Poverty Alleviation by replacing the ongoing SJSRY. It was launched with the aim of elevating the conditions of the urban poor. With this aim the following Components have been conceptualized:

    • Social Mobilization and Institution Development (SM & ID)
    • Shelter for Urban Homeless (SUH)
    • Support to Urban Street Vendor (SUSV)
    • Employment thorough Training and Placement (EST&P)
    • Self Employment Programme (SEP)
    • Management Information System (MIS)

    Social Mobilization and Institution Development (SM & ID)

    The component SM & ID focuses on strengthening the Social and Economic security of urban poor section by creating and strengthening institutions of their own.

    • Self Help Group (SHGs) at the grass root level and their subsequent federations-Area Level Federation (ALFs) at the ward/slum level and City Level Federations (CLFs) at the city level will be created.
    • Resource organizations of repute will be engaged for formation of SHGs.
    • Community organizers under the mission will also form and handhold the SHGs.
    • The Community structure of SJSRY will be transited to three tiers Structure of NULM (SHG-ALF-CLF)
    • Complete financial inclusion and affordable insurance (Health, Life and Pension) will be ensured for SHGs.
    • Revolving fund Support to SHGs (Rs.10000/-) and their federations ALFs and CLFs. The fund can be primarily used for the micro finance part of SHGs, ALFs and CLFs.
    • Training for Community Institutions, SHGs and their federations time to time on various aspects like book keeping, Bank linkages, micro-enterprise planning etc.
    • Establishment of City Livelihood Centre (CLCs): City Livelihood Centre will ensure livelihood to urban poor engaged primarily in unorganized sectors. It will cater like a service provider to City population in supplying various daily services. Skilled or Semi-skilled persons of various trades like electrician, mason, painter etc will be identified and registered ward wise, of whose service can be availed by the city people just in a phone call to CLCs. Thus, one way livelihood can be ensured to urban poor section and other way, good quality service can be ensured at justified price at a very ease process. Moreover, Retail outlet section will be created in every CLC for better marketing and selling of SHG products. ULB will provide furnished space of approximate 1000 square feet for every CLC at ideal location that can cater 1 to 3 lakh populations. Every CLC will be released a non-recurring grant of Rs. 10 Lakhs in three installments. CLFs or any professional agency can be engaged to manage CLC.

    Criteria for eligibility for formation of SHGs and release of Revolving Fund:

    • An ideal SHG can have 10 to 20 members.
    • Every SHG has at least 70% of its members to be from urban poor family according to the latest government norms.
    • No registration is required for SHGs. However, ALFs and CLFs need to be registered.
    • Revolving fund can be released to SHGs which are atleast six month old and functioning properly.
    • A grading process through Resource organization will be carried on for SHGs, which will ensure release of Revolving funds to eligible SHGs that scored 60 or more than 60. However, the grading norm of 60 can be reviewed from the state authority.
    • No specific education or qualification is required for SHG member.

    Documents required for SHG formation:-

    • The copy of proceeding of first meeting of SHG.
    • Copy of Bank account of the Group.
    • Group photo.
    • 1 passport size photograph of all members
    • Xerox copy of Voter ID card of all members
    • Xerox copy of Income proof of family (Income certificate by circle officer/ Ration card/BPL card)
    • SC/ST/PWD Certificates, if any.
    • Individual member information in specific NULM format.
    • Application format for Revolving fund release.

    Shelter for Urban Homeless (SUH)

    The National Urban Housing & Habitat Policy (NUHHP), 2007 aims at Promoting sustainable development of habitat in the country with a view to ensuring equitable supply of land, shelter and services at affordable prices to all sections of the society. However, the most vulnerable of these are the urban homeless.

    National Urban Livelihood Mission (NULM) aims at providing permanent shelter equipped with essential services to the urban homeless in a phased manner under the scheme of Shelter for Urban Homeless.Basic Objectives:-

    • Ensure Availability and access of the Urban Homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation, safety and security.
    • Cater to the needs of the especially vulnerable segments of the urban homeless like dependent children, aged, disabled, mentally ill and recovering gravely ill, by creating special sections within homeless shelters and provisioning special service linkages for them.
    • Provide access to various entitlements, viz. social security pensions, PDS, ICDS, Identity, Financial Inclusion, education, affordable housing etc. for homeless populations.
    • Formulate Structures and framework of engagement for development, management and monitoring of shelters and ensuring basic services to homeless persons, by state and civil society organizations including homeless collectives.

    Basic Norms for construction of Shelters:-

    • Against every one lakh population, there should be provisions for permanent community shelters for a minimum of one hundred persons.
    • Cities and Towns having special social, historical and tourist importance identified by the Government of India have priority in this regard.
    • ULBs can consider for setting up of separate shelters: - I. Men Shelters, ii. Women Shelters, iii. Family Shelters and IV. Special Shelters.

    Support to Urban Street Vendor (SUSV)

    Street vendors constitute an important segment at the bottom of the pyramid of the informal economy in cities. Street vending provides a source of self-employment, and acts as a measure of urban poverty alleviation. Street vending also has a prominent place in the urban supply chain, and provides inexpensive and convenient access to goods and services to all segments of the population including the poor. Street vending is therefore an integral part of the economic growth process in urban areas.

    Generally street vendors belongs to the urban poor section and henceforth, once their daily livelihood earning activity get affects due to eviction, seasonal turbulences and so on, social fabric of the society gets disrupted and no of anti social activities sharply raised. Henceforth, Supreme Court of India acknowledged their Right for livelihood and subsequently the National Policy on Urban Street Vendors 2009 and The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 was enacted to ensure livelihood to street vendors in a practical way considering all factors.

    The objective of the component is to address the vulnerabilities of the urban street vendors through a multi-pronged approach. This includes:-

    • Survey of street vendors and issue of Identity Cards
    • Development of city street vending plans
    • Infrastructure development of vending zones in the city
    • Training and Skill Development
    • Financial Inclusion
    • Access to credit
    • Linkages to social security schemes

    Implementation Strategy:-

    • The State Urban Livelihoods Mission (SULM) will be the nodal agency responsible for overall implementation of the component. At the city level, the responsibility for implementation will rest with the Urban Local Body (ULB).
    • The implementation would also require coordination between several authorities including Urban Local Bodies, Development Authorities and Town Planning Agencies, Land and Revenue Departments and District Collector offices. This coordination will be ensured by the State Government and the ULB.
    • The ULB will consult and coordinate with the planning authority, which could be an Urban Development Authority or any other authority in a city or town responsible for regulating land use in the city. The role of the town planning authority in the implementation of the scheme will include preparation and notification of pro-vending land use plans, and for providing land and development approval for vendors’ markets.
    • Other agencies such as the Revenue Department, the Police Department and Public Health and Engineering Department (or Water Board) may be required to provide support and assistance to the local authority to facilitate the implementation of the component.

    SELF EMPLOYMENT PROGRAMME

    This component focuses on providing financial assistance to individuals/ groups of urban poor for setting up of gainful self employment micro enterprises, suited to their skills, training, aptitude and local conditions. This financial assistance will also be provided to the SHGs. The financial assistance available to urban poor will be in form of Interest subsidy on the bank loans. Interest subsidy of over and above 7% rate of interest will be available on the loans. Additional 3% interest subvention will be given to SHGs on timely repayment of the loan. No collateral guarantee is required, only the assets created would be hypothecated/ mortgaged to banks for advancing loans.

    Criteria for eligibility for Individual Loan:

    • Urban Poor: Annual Income should be less than 50,000.00 per annum
    • Educational qualification: No specific education qualification is required but training in the particular trade is desirable, be it professional or acquired skills through family business. Entrepreneurship Development Programme can be given to few selected beneficiaries.
    • The beneficiary should have attained 18 years of age
    • The project cost should not exceed Rs. 2 lakhs

    Criteria for eligibility for SHG loan:

    • The SHG should have min 5 members and 70% of the members should be urban poor
    • All members should have attained 18 years of age
    • Should be functional for a min of 1 year
    • The project cost should not exceed Rs. 5 lakhs

    Repayment: Repayment schedule ranges from 5 to 7 years with initial moratorium of 6-18 months as per the norms of the banks.

    Selection of beneficiaries: The Community Organisers and professionals from the ULBs will identify the beneficiaries. The beneficiaries can directly contact the ULBs after getting information through Newspaper, TV, Radio or any kind of promotional activities conducted by the ULBs. Banks may also identify prospective beneficiaries and send them directly to the ULBs. SHGs may also refer prospective beneficiaries.

    EMPLOYMENT THROUGH SKILLS TRAINING AND PLACEMENT (EST & P):

    The employment through Skills Training & Placement (EST & P) component under NULM is designed to provide skills to the unskilled urban poor. The program will provide for skill training of the urban poor to enable them setting up self employment ventures and for salaried jobs. The EST & P program intends to fill the gap between the demand and availability of skills by providing skill training programs as required by the market.

    Criteria for eligibility for training:

    • The candidates selected for training under EST&P component of NULM should be from the urban poor households only. The annual Income of the family should be less than 50,000.00 Per Annum.
    • No specific education qualification is required. However based on the trade there could be some requisite educational qualification.
